The Columbiana County Port Authority is an alliance of government and business working together for economic development in Columbiana County, to develop new business, assist and encourage growth of existing businesses, and enhance employment for the area’s skilled and vibrant workforce.
There are no fees associated with the services provided by the professional staff at the Columbiana County Port Authority. The work completed on a daily basis is all designed to help achieve the mission of the organization.

Executive Director Penny traina inducted as an ohio commodore
On Friday, November 22, 2019, Penny J. Traina was inducted into the Association of Ohio Commodores. Membership in the Executive Order of the Association of Ohio Commodores is only possible through appointment by Ohio’s Governor Mike DeWine in recognition for outstanding contributions to the economic development of the State of Ohio. It is considered Ohio’s most distinguished honor. The mission is to assist the State of Ohio in its advancement in all areas of contributing to economic growth and development of the State.
Traina was humbled and honored to receive the accommodation and especially thank sponsor David Johnson, Columbiana County Republican Party Chairman, and co-sponsor, Victor Hipsley, President and Partner of Governmental Policy Group, Inc. “This is a prime example of collaborating together and showing Republicans and Democrats mutually respecting each other.”
Halleck & Traina part of trade delegation to southeast asia




County Commissioner Mike Halleck and Port Authority Director Penny Traina were Ohio delegates for the Ohio-Pennsylvania Stateline Export Initiative (OPEI) on a trade mission trip to Thailand and Vietnam in March of 2019.
During the mission, Halleck and Traina marketed Columbiana County and its businesses to various industries in southeast Asia.
Also attending were our partners: Moussa Kassis, Director of the Ohio SBDC Export Assistance Network, Dorte Heffernan, International Trade Manager from the Northwest Commission of Pennsylvania, and representatives of nine businesses from Ohio and Pennsylvania.
wellsville intermodal facility handles massive payload




Two 90,000 pound industrial ladles bound for Timken Steel were transferred through the Wellsville Intermodal Facility. The ladles were transloaded from river barge to trucks at the site operated by the Port Authority and Pier 48 Stevedoring.
The ladles were manufactured in China, shipped through the Panama Canal and the Mississippi and Ohio Rivers.
The facilities Virginia Crane, which is capable of lifting 120,000 pounds was utilized for the job.
Port Authority Finds New headquarters



The Columbiana County Port Authority and the Columbiana County Economic Development Department recently held an open house and ribbon-cutting ceremony to showcase their new headquarters at 7860 Lincole Place in Lisbon. The building, which the Port Authority purchased in November, also houses the Columbiana County Land Bank and GIS departments.
The Port Authority’s initial base of operation was a 50-acre site on the Ohio River in East Liverpool. In May 2018, the East Liverpool building that housed the Port’s headquarters was sold and the Port Authority relocated to its Industry Street building in Leetonia.
Within a short time, the Port Authority sold the Leetonia building and land at the World Trade Park, which resulted in the creation of 267 jobs with a $45 million investment into the county. At the same time, the Port Authority joined forces with the County Economic Development Department to create a one-stop shop for economic development in the county.
